Retargeting (also called remarketing) is the practice of showing ads specifically to people who have already visited your website, viewed your app or engaged with your content — but have not yet converted. These audiences are dramatically higher intent than cold audiences: they already know who you are, have shown interest, and simply need the right prompt at the right time to take action. For African businesses running digital advertising, retargeting is typically the highest-ROI component of the paid media mix.

Why retargeting is especially valuable in African markets
In African digital markets, the purchase decision timeline is often longer than in Western markets. A Nigerian business owner may research a web design agency for several weeks before making contact. A South African consumer may browse a fashion retailer’s product three or four times before purchasing. A Ghanaian entrepreneur may visit a digital marketing agency’s website, get distracted by another commitment, and never return without a reminder.
Retargeting captures these high-potential prospects who fell out of the funnel not because they were not interested, but because life intervened. The conversion rates from well-executed retargeting campaigns consistently exceed cold traffic campaigns by three to ten times.
The technical foundations: pixels and tracking
Meta Pixel: A JavaScript snippet added to every page of your website that tracks visitor actions — page views, specific page visits, cart additions, purchases, form submissions. Meta uses this data to build custom audiences for Facebook and Instagram retargeting.
Google Tag (formerly Google Global Site Tag): The equivalent for Google Ads, enabling Google Display Network and YouTube remarketing.
Google Analytics 4 Audiences: GA4 can build audiences based on sophisticated behavioural criteria (e.g. users who visited your pricing page but did not reach your thank-you page) that can be pushed to Google Ads for targeting.
Both pixels must be installed before you can collect enough audience data to run retargeting — you need a minimum of roughly 100 matched users in a custom audience before platforms will serve ads. Install pixels as soon as your site launches, before you have advertising budget, so audience data accumulates.
Audience segments for African business retargeting
Not all website visitors are equal. Segment your retargeting audiences by behaviour to deliver relevant ads:
High-intent visitors (highest priority): People who visited specific high-intent pages — pricing page, contact page, service pages, or cart/checkout. These deserve your highest-relevance ads and potentially your most compelling offer.
Content engaged visitors: People who read a blog post or guide but did not visit service pages. Show them social proof ads (case studies, client results) to progress them toward consideration.
Video viewers: People who watched 50%+ of a Facebook/Instagram or YouTube video but did not visit your website. Show them a follow-up offer with a clear CTA.
Email list custom audiences: Upload your email subscriber list to both Meta and Google Ads to target known contacts who are already aware of your brand. High open-rate subscribers are worth treating as a priority segment.
Lookalike audiences: Once you have a solid custom audience of converters (100+ for Meta, 1,000+ for best quality), create lookalike audiences — Meta and Google identify people with similar profiles to your best customers. This is not retargeting (these are cold audiences) but benefits from the quality of your retargeting audience data.
Ad formats that work for African retargeting
Dynamic product ads (ecommerce): Automatically show visitors the specific products they viewed but did not purchase. Requires a product catalogue connected to your Meta Business Manager. Consistently the highest-ROAS retargeting format for product businesses.
Testimonial and social proof ads: For service businesses, showing retargeting audiences case studies, client names or review screenshots addresses the trust deficit that may have prevented initial conversion.
Offer ads: A time-limited discount or bonus (“Book a free consultation this week”) creates urgency for warm audiences who have been in the consideration stage for a while.
Sequential retargeting: Show different ad creative to the same audience at different time intervals — a case study on day 3, a client testimonial on day 7, a limited offer on day 14. This narrative sequence builds incrementally toward conversion.
Budget and timing for retargeting campaigns
Retargeting audiences are small relative to cold audiences — you do not need large budgets to reach them effectively. A budget allocation of R500–R2,000/month or ₦20,000–₦80,000/month is typically sufficient to maintain consistent retargeting presence for a business generating 500–3,000 website visitors per month.
Set frequency caps to avoid ad fatigue (showing the same ad to the same person too many times). Three to five impressions per person per week is a reasonable starting cap for most African markets.
Set audience exclusions: exclude people who have already converted (purchased, submitted a form) from your retargeting audiences — continuing to advertise to converted customers wastes budget and creates a poor impression.
Start with a lawful event and audience map
List every website, app and CRM event used for advertising, the purpose, platform destination, retention and suppression rule. Confirm the appropriate notice, consent or other lawful basis for each jurisdiction with qualified advisers. Platform configuration does not transfer the advertiser’s responsibilities to Google or Meta.
Avoid sending sensitive fields, free-form text or unnecessary identifiers through pixels and conversion APIs. Restrict access, document changes and test that declined tracking or withdrawn marketing preferences propagate correctly. Customer-list audiences require permission for that use, not merely possession of an email address.
Segment by decision state
Build audiences around meaningful behaviour: viewed a category, checked eligibility, started checkout, requested a quote, purchased or became ineligible. Define exclusions and expiration from the expected buying cycle. Someone who visited accidentally months ago is not automatically a warm prospect.
Match creative to the unresolved question. Use product detail for product viewers, delivery or return evidence for checkout abandonment, and scope or case evidence for service consideration. Never imply surveillance by describing exactly what a person did, and do not manufacture urgency.
Budget from reachable audience and frequency
Use the platform’s current audience eligibility and forecast tools because minimums and matching behaviour change. Estimate reachable people, desired test duration, placement mix and frequency, then set a budget capable of comparing creative without saturating a small pool. A universal currency range is not reliable.
Monitor frequency distribution, cost, reach, exclusions and complaints. Rotate or stop creative when response deteriorates, but investigate offer, destination and audience quality before assuming fatigue. Platform delivery can exceed a simple weekly average for individuals.
Measure incrementality and downstream quality
Retargeting often receives credit for people who were likely to return anyway. Where scale permits, use platform experiments, holdouts or geographic designs. Otherwise compare assisted behaviour and state the attribution limitation rather than reporting platform ROAS as causal truth.
Connect conversions with qualified leads, completed orders, margin, cancellations and returns. Deduplicate events across browser and server integrations. Test the whole journey after tag or consent changes so reporting loss is not mistaken for business decline.

FAQ
How many website visitors do I need before retargeting is worth setting up?
The technical minimum for Meta custom audiences is 100 people. In practice, you need enough monthly visitors to generate statistically meaningful audience sizes — typically 500+ monthly visitors to generate worthwhile retargeting pools. Below this, retargeting budgets are better spent on cold traffic acquisition to grow the top of the funnel. Install the pixels regardless and start retargeting as soon as your audience sizes are sufficient.
Does NDPA or POPIA affect my retargeting campaigns?
Yes. Retargeting relies on tracking pixels that set cookies and collect browsing behaviour data — personal data under both NDPA and POPIA. You must disclose this tracking in a cookies policy (or privacy policy) on your website and, ideally, implement a cookie consent banner that allows users to accept or decline tracking. Meta and Google both operate under their own terms with users, but your obligation as a website operator is to disclose what data you collect and allow users to manage their consent. This is now standard practice and expected by sophisticated web users.
What is the difference between Facebook retargeting and Google retargeting?
Facebook/Meta retargeting shows ads within Facebook's ecosystem — Facebook feed, Instagram feed, Stories, Audience Network. It reaches people while they are using social media. Google Display Network retargeting shows ads on millions of third-party websites, YouTube and Gmail. Both reach the same user base but in different contexts. Meta is generally stronger for consumer products and businesses with strong social presence; Google Display is stronger for brand reminders across a broad web context. Running both simultaneously with modest budgets is often the most effective approach.
My retargeting ads are generating impressions but very few clicks. What's wrong?
Either the creative is not compelling enough to interrupt the browsing context, the audience segment is too broad (not sufficiently high-intent), or the frequency is too low to break through. Test: change the creative entirely (try video vs static, testimonial vs offer), tighten the audience to only high-intent page visitors, and increase budget slightly to hit a minimum of three impressions per person per week. If clicks improve but conversions do not, the landing page is the bottleneck rather than the ad.
Should I retarget past customers or just non-converting visitors?
Both — with different objectives. Retargeting non-converting visitors aims to complete the initial sale. Retargeting past customers (with exclusion from new-visitor ads) serves retention and upsell objectives. For product businesses, retargeting past purchasers with related products (cross-sell) or replenishment reminders (if you sell consumables) is highly efficient. For service businesses, retargeting past clients around contract renewal timing or new service launches maintains top-of-mind and drives repeat business.
